1.0 SCOPE:
1.1 This policy applies to all Senior Resources of West Michigan (Senior Resources) employees, interns,
volunteers and contractors (workforce).
2.0 DEFINITIONS/TERMS:
2.1 Short Message Service (SMS) is a text messaging service that allows users to send and receive short text
messages, typically limited to 160 characters, between mobile devices. It is one of the most widely used forms
of mobile communication and does not require an internet connection, functioning over a cellular network.
3.0 POLICY:
3.1 SMS should not be used as a method of communication without explicit consent, as outlined below. This
policy sets clear guidelines for the appropriate use of SMS to ensure effective communication while
maintaining compliance, privacy, and clarity.
4.0 PROCEDURE: Term and Conditions
4.1 SMS Communication
4.1.1 Customers and guests may initiate SMS communication with Senior Resources using the
contact phone number listed on Senior Resources’ official website, the HIPAACompliant referral form, or by contacting their Supports Coordinator.
4.1.2 Before engaging in SMS communication with Supports Coordinators, participants must
sign the Consent to Share, acknowledging and agreeing to the terms of SMS messaging
and the risks associated with communication via SMS.
4.1.3 SMS messages sent to participants will be limited to coordination-related notifications,
appointment reminders, and relevant notifications. Individuals can manage their
preferences or opt out at any time by texting “STOP”. If assistance is needed type
“HELP”.
4.1.4 SMS users communicating with Senior Resources can opt out of SMS at any time by
texting “STOP” to any message or contacting their Supports Coordinator directly. If
assistance text “HELP”. Do not use SMS for emergencies or 911 calls. Those using SMS
may receive periodic messages.
4.1.5 Senior Resources requires direct consent from individuals before sending SMS
communications. Obtaining consent indirectly or through third parties violates carrier
policies, and we do not share or transfer SMS consent to any external parties.
Additionally, individuals who initiate SMS communication with Senior Resources must
provide explicit consent before receiving ongoing SMS messages. Information obtained
as part of the SMS consent process will not be shared with third parties.
4.1.6 We respect your privacy. For details on how we handle your personal information, please
review our Notice of Privacy Practices. When you request SMS, you will receive the
SMS message “By Subscribing, you agree to our Notice of Privacy Practices .Reply
STOP to unsubscribe”.
4.2 Employee & New Hire SMS Communication
4.2.1 Senior Resources may use SMS to communicate with employees and new hires regarding
scheduling, onboarding, emergency alerts, and organizational updates.

4.2.2 Employees and new hires will receive an SMS consent notification and can choose to opt
in or out.
4.2.3 SMS communication must comply with privacy and confidentiality standards and should
not be used for sharing sensitive or personal data.
4.2.4 Staff seeking to use SMS communication need to be approved through The Campaign
Registry (TCR), which verifies their compliance with texting regulations and ensures
legal and reliable SMS usage.
4.3 Consent & Compliance
4.3.1 All SMS communications must comply with applicable laws and regulations, including
the Telephone Consumer Protection Act (TCPA).
4.3.2 Consent documentation (client agreements and employee opt-ins) must be securely stored
and maintained.
4.3.3 SMS messages should be professional and relevant to the purpose of communication.
4.4 Opt-Out & Complaint Process
4.4.1 Anyone who is requesting information through SMS can opt out of receiving SMS
messages at any time by replying “STOP”.
4.4.2 Participants may contact their Supports Coordinator at Senior Resources directly to opt
out.
4.4.3 You have the right to file a complaint related to SMS communication. Complaints should
be emailed to the Privacy Officer or by calling (231) 739-5858. All complaints will be
reviewed by Senior Resources and addressed promptly. Consumers can also file
complaints with the Federal Communications Commission (FCC).
4.4.4 If a participant or their authorized representative requests to modify SMS message
recipients or discontinue SMS communication, the Support Coordinator must update the
consent form to reflect the participant’s or representative’s preferences. Additionally, the
change must be documented in the participant’s electronic medical record (EMR) in
accordance with SMS compliance regulations.
5.0 Security & Data Privacy
5.1 SMS messages should avoid sending confidential data, such as passwords or financial details.
5.2 Senior Resources safeguards SMS data from unauthorized access through a multi-layered security
approach, including strong passwords and multi-factor authentication (MFA)., employee security
awareness training and encryption of data. Users are advised to be cautious of unsolicited
communications and verify the sender’s identity before clicking or interacting with links or
attachments.
5.3 Senior Resources does not store SMS messages unless required by law or regulatory obligations.
6.0 Types of SMS Communications
6.1 Hello [Client Name], this is a friendly reminder of your upcoming appointment with [Support
Coordinator] from Senior Resources of West Michigan on [Date] at [Time]. If you need to reschedule,
please contact us at [Phone Number]. We look forward to seeing you.
6.2 Hello [CANDIDATE PERFERRED NAME],
We just received your information about our [JOB TITLE] opening. For your reference. The Job ID for
this job is [JOB ID]. By providing your phone number, you agreed to receive messages from Senior
Resources of West Michigan regarding updates about this job, and other communication. Message and
data rates may apply. Reply STOP to unsubscribe at any time.

7.1 To ensure compliance with The Campaign Registry (TCR) SMS policy, our organization must adhere
to all industry regulations and carrier guidelines. Violations of these policies may result in the following
penalties:
• Message Blocking – Non-compliant SMS messages may be blocked by mobile carriers.
• Financial Penalties – Businesses may face fines ranging from $500 to $10,000 per violation,
depending on severity.
• Increased Fees – Non-compliant businesses may be subject to higher SMS traffic fees.
• Loss of SMS Privileges – Repeat violations may lead to suspension or termination of SMS
services.
• Carrier Enforcement & Legal Consequences – Mobile carriers and regulatory agencies may
impose additional penalties for non-compliance.
7.2 To avoid penalties, all SMS campaigns must be properly registered with TCR and comply with
consumer consent laws and follow carrier-specific guidelines.
8.0 ENFORCEMENT:
8.1 This policy will be reviewed regularly to ensure ongoing compliance with regulatory requirements and
internal operational needs.
8.2 Updates to the policy will be communicated to all stakeholders.
